Kennedy High School junior Jessica Stechenfinger is getting so accustomed to qualifying for the New York State Public High School Athletic Association competition, she may as well make reservations ahead of time next year, barring injury.      Last weekend, Stechenfinger qualified for states for the third consecutive season in cross country, battling snowy conditions during the Section VI competition in Bemus Point to finish with a time of 22 minutes, 13 seconds.
